Covered California is seeking a Deputy Chief Information Security Officer (Deputy CISO) to collaborate with the Chief Information Security Officer (CISO) in leading the organization’s information security strategy to safeguard the personal information of millions of Californians. Key Responsibilities:

  • Partner with the CISO to lead strategic initiatives that protect Covered California’s IT infrastructure and sensitive information.
  • Oversee the development and implementation of information security policies, compliance programs, and risk management strategies.
  • Provide leadership to the Information Security team including coaching, mentoring, and managing team projects.
  • Collaborate with business and IT stakeholders to align security efforts with organizational goals.
  • Manage the third-party risk management program to ensure internal and vendor compliance and mitigate risks.
  • Identify opportunities for process improvements and implement solutions to enhance efficiency.

This position is headquartered in Sacramento County at 1601 Exposition Blvd, Sacramento, CA 95815. Business travel may be required, and reimbursement considers an employee’s designated headquarters office subject to regulations and bargaining unit contract provisions. Travel expenses associated with commuting to the employee’s office headquarters location are not reimbursable, other than authorized transit subsidies.

Working Conditions

This position may be eligible for telework. In accordance with Government Code section 14200, only employees who reside in California are eligible for telework. The amount of telework is at the discretion of the Department and based on Covered California’s current telework policy. While Covered California supports telework, in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksite with minimal notification if an urgent need arises, as determined by the Department.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Education: Bachelor’s degree in information systems, information security, information technology, or a closely related field preferred. Equivalent professional experience may be considered in lieu of a degree.
  • Experience: A minimum of 8 years of direct experience in an information security role, with at least 3 years in a leadership or peer-leadership capacity.
  • Technical Expertise: Demonstrated deep understanding of information security across multiple domains, including governance, risk management, architecture, security frameworks, IT security controls and technologies, regulatory compliance, and third-party risk management.
  • Certifications: At least one current and relevant security certification (e.g., C|CISO, CISA, CISM) preferred. Equivalent experience may be considered.
